In an increasingly competitive business environment, human resources have become a key factor for the success and growth of organizations. This strategic importance is clearly reflected in the case of Nuevo León, a state in Mexico that has attracted a significant number of companies due to its appeal for nearshoring but also faces substantial challenges due to a shortage of skilled personnel and labor.

According to the Chamber of the Transformation Industry (Caintra), approximately 40% of the companies established in Nuevo León have experienced performance difficulties due to a lack of qualified personnel. This talent shortage has been identified as the main obstacle, affecting 43.8% of companies in the region. These concerning figures have been on the rise, as in December 2020, only 13.4% of companies reported issues due to a lack of workers, whereas in January 2023, this percentage increased to over 34.6%.

Nuevo León has been a magnet for foreign direct investment (FDI), attracting 166 companies from around the world in 2022 and solidifying itself as the top investment destination for both the United States and China. These economic achievements have contributed to sustained growth in manufacturing employment in the region, creating over 76,000 jobs in the state by the end of 2022, of which 25,000 were in the manufacturing industry. Employment in the manufacturing sector is expected to continue growing by 6% driven by FDI, highlighting the region’s development potential.

However, this growth and the subsequent increase in employment have also posed challenges in terms of talent recruitment and retention. With the rise in personnel demand, companies are forced to compete with each other to meet their needs. In this scenario, the human resources department takes on a fundamental strategic role.

Organizations must have HR professionals capable of ensuring the availability of skilled personnel to meet production goals and maintain operational capacity. This entails implementing creative solutions to attract and retain the best talent in an increasingly demanding labor market.

Moreover, work environment, monetary and emotional compensation, flexibility, and benefits have become crucial topics for the new generations of workers. Organizations must be agile and disruptive, focusing on social and ecological aspects to keep employees engaged and stand out from the competition.

Another challenge faced by HR departments in Nuevo León and across the country is the complex and demanding labor regulations. To comply with regulations and guarantee labor rights, companies need skilled and up-to-date HR professionals capable of adapting to constant legislative changes and making informed decisions.

In summary, the strategic importance of human resources is evident in the context of Nuevo León and its economic growth driven by nearshoring and foreign investment. Companies must recognize that talent recruitment, retention, and development are fundamental to their long-term success. HR departments must adopt creative and disruptive approaches and stay updated on legal and regulatory matters to ensure employee loyalty and contribute to the sustainable growth and development of organizations in an increasingly challenging business environment.
